The Silent Recruitment

A signals corporal stands in a mountain market on the Chinese border for forty minutes, buys nothing, touches nobody's papers, and walks out with a garrison's radio schedule in his head. Nobody has recruited him yet. Vietnam, 1977. The guns have stopped and nobody believes it. An officer of forty, passed over and buried in a customs office, is handed a budget with no ledger and told to rebuild a capability the state will deny exists. He has no staff, no file number, and one asset: a shoebox of index cards in a dead man's handwriting, the only surviving record of how a vanished service actually worked.
